Candidates design and implement program evaluations to determine the overall effectiveness of professional learning on deepening teacher content knowledge, improving teacher pedagogical skills and/or increasing student learning. (PSC 5.3/ISTE 4c)

Reflection:
The artifact that I chose that best demonstrates standard 5.3 program evaluation is the GAPPS review that I completed in ITEC 7460. This assignment was completed using the GAPPS review template and Marietta High School’s school improvement plan for 2012-2013 school year.
In completing the template, I was able to actively assess the level of Georgia professional development standards that MHS is currently operating at and make detailed recommendations for improvement. The provided template rubric allowed me to review all Georgia professional standards and carefully analyze each for fully operational, operational, emergent, or not addressed levels. Once I evaluated the standard based on evidence found in the School Improvement plan I was able to make recommendations that would allow for improvement in each of the areas that warranted improvement.
Performing this type of evaluation helps to get an up-close and thorough look at each of the components that are needed to make a strong organization. And then from the analysis make recommendations based on best practices that can make improvements.
From this artifact I was able to address many strands of the professional learning standards and design a program to make improvements. I did not get to implement any of my recommendations, but the GAPPS review supplied me with a starting point. For standard 1, the context of professional learning I was able to evaluate Marietta High Schools professional learning communities need for further training of its leaders in order to increase the effectiveness of their work. For professional learning standard 2,the process, I was able to identify the lack of a crucial component of measuring the impact of professional learning in the school and make recommendations that would address this need and suggest modes to do this. Also in standard 3, content of professional development I was able to review the programs in place and see that MHS is currently operational on each of these strands and only needs to continue the path that it is pursuing. All of these recommendations can be used to design an effective program for improvement of that would improve teacher content knowledge, teacher pedagogical skills, and increase student learning.
From the creation of this artifact I learned of the importance of a solid evaluation program in order to make changes and improvements in a school. In order to improve the quality of this artifact, I feel that I needed to have access to more resources than just the school improvement plan for evidence. I would have liked to have more discussions with administrators and the professional development staff at Marietta’s central office. I believe talking to them would have helped me get a better look at the many items for professional development that are in place that were not mentioned in the plan.
The work that went into creating this artifact has the potential to impact school improvement, faculty development and student learning. If the recommendations made were fully implemented impact In each of these areas could be measured by faculty surveys and student grades.
